Banksy created the piece, without permission, on a Grade II-listed building meaning the mural was not automatically given the same protection as the house. Cheltenham Borough Council planners voted in favour of giving retrospective planning permission.

The controversial piece has been vandalised and even attempts to remove it have been made as well as a constant conflict surrounding its ownership.

The status will end arguments surrounding its ownership as the work is now legally protecting from being altered or removed.

Martin Chandler, borough council case officer, said: "It will be afforded a greater level of protection than it has currently but it doesn't mean we won't be faced with future applications to consider changes to it."
