The fictional Japanese city of Niihama, Niihama Prefecture, or New Port City, is the scene for the counter-terrorism operations undertaken by Public Security Section 9 as they worked to prevent incidents from escalating when fighting again corrupt officials, companies and cyber-criminals.

In this fictional future, technology has advanced far, and many members of the public possess cyber-brains; allowing them to interface their biological brain with various networks. Combined with a prosthesis, a person can become a cyborg, like Major Motoko Kusanagi when she was assaulted during the cyber-terrorist attack as she needed to use a full-body prosthesis as well as cyberbrain.
