• The decoration was instituted in response to the Balkan Crisis and the Balkan Wars of 1912–1913. Although the Austro-Hungarian Empire at the time did not participate directly in the fighting, a large-scale partial mobilization of the army was proclaimed as a precaution to guard the borders. • Establishment: The cross was officially established on 9 July 1913 by Emperor Franz Joseph I. • Criteria: The medal was awarded after demobilization to all servicemen of the army and navy who at the time had completed at least four weeks of uninterrupted service with a mobilized military unit
