Johnson, 1865 Amnesty Proclamation, Copy Four sheets of lined paper held together with a red ribbon, each sheet with faint blind stamp to UL corner, titled "By the President of the United States of America - A Proclamation" and ending with Andrew Johnson's name followed by "By the President - (Sig) William H. Seward - Secretary of State". Note: The 1865 Amnesty Proclamation (Proclamation 134), offered pardons and a restoration of property rights to former Confederates who swore an oath to the U.S. Constitution.
