BAYONNE 1795. “In the Name of the French People,” Decree by CHAUDRON-ROUSSEAU, Representative of the People to the Army of the Western Pyrenees, issued in BAYONNE (64), on the 13th of Germinal, Year 3 (April 2, 1795). “ Having been informed that a large number of officers have left their posts to go to Bayonne or to other municipalities within the Army’s district, that military operations are suffering from their absence, that training is being neglected, and that discipline—which is the strength of the armies—is breaking down… All officers are required to return to their respective posts.
